The MP3 audio format was developed by the Fraunhofer Institute. The Fraunhofer Institute sells licenses for his own fee-based encoder. The free open-source answer to that is LAME.

The free available LAME mp3 encoder has been developed steadily and is now one of the fastest and best available MP3 codecs. The best results can be reached by using a variable bit rate. You can adjust this in the program.

Although there are some patents on the encoding of MP3 files, the Lame project could not be stopped, yet.
